The emergence of "Library Assembly of Eurasia" (LAE) became possible due to the mutual desire of the national libraries of the Commonwealth of Independent States to join together to consolidate the efforts in the preservation and development of a common library activities, which is a reflection of the objective conditions and interests prevailing in relations between the Commonwealth of Independant States (CIS) countries. "Library Assembly of Eurasia" (LAE) main objectives are: consolidation efforts in the preservation case and development of the general library and information space, the national cultural heritage; accessibility of library collections, including electronic databases, electronic libraries and catalogs; mutual enrichment of cultures, social protection and support of libraries, librarians and public associations; contributing to the maintenance of high standards of library and information services, widespread understanding of the value and importance; development of international contacts between the library, information, book publishing, archive, museum and other organizations and institutions associated with the library, book and business information; preservation of the manuscript heritage, monuments of book and manuscript culture and spiritual development of the individual, especially the younger generation. Library Assembly of Eurasia, established by eight national libraries of Commonwealth of Independant States (CIS) countries, is open to other libraries, library associations and individuals. The headquarters of "Library Assembly of Eurasia" (LAE) by the founders is the Russian State Library. Library Assembly of Eurasia has its own publishing organ - magazine "Herald of "Library Assembly of Eurasia" (LAE)" coming out four times a year. Membership in the "Library Assembly of Eurasia" (LAE)" makes it possible to:to participate in making important decisions in the field of formation of a single information and library space; influence the development of library cooperation between the Commonwealth of Independant States (CIS) countries mechanisms; to make your projects and proposals on matters falling within the sphere of interest of "Library Assembly of Eurasia" (LAE); to participate in professional events of LAE;to publish articles and information and analytical materials in the official gazette of Library Assembly of Eurasia" (LAE); to communicate and get acquainted with colleagues - professionals receive relevant information about the state of librarianship in the Commonwealth of Independant States (CIS) countries and others. to communicate and get acquainted with colleagues - professionals receive relevant information about the state of librarianship in the Commonwealth of Independant States (CIS) countries and others.

From the rostrum of the Congress were hear a greeting that came to address Congress participants. With keynote "Reading a nation - the future of the Great Steppe", the Minister of Culture and Sports of Kazakhstan Arystanbek Muhamediuly was at the congress and has a speech. In his speech, Minister of Culture and Sports of Kazakhstan Arystanbek Muhamediuly noted the high importance of the event. One of the important directions of the five institutional reforms of the President of Kazakhstan is to strengthen the identity and unity of the Kazakh nation. According to him, in this regard, within the framework of the plan of concrete steps 100 key objective is to increase the competitiveness of the national culture and art, the development of historical and cultural heritage, as the basis for the formation of the nation's cultural code. The Congress brought together professionals, whose activities are closely connected with the service of a noble cause books, humanistic ideas, wisdom and moral values the minister remarked. Guests from Russia, the director of the Russian National Library Alexander Visly noted frequent problems that librarians say. He thoughts that the main problem is certain competition from the Internet side. Academician, Doctor of Philosophy Garifolla Yesim outlined the aims and objectives of the Congress he think that the task of this International Congress is the following: to attract public attention to the development of libraries to the book as the greatest phenomenon of culture, exchange of experience on the issue of electronic information resources and their use in information and library institutions. They have set theirselves were the greatest challenges, and partly these issues are resolved, there and everywhere concluded Ph.D.  In turn, the director of the National Library of the Republic of Moldova commended the high level of development of Kazakhstan's libraries and has opinion that she was profoundly surprised by the achievements of Kazakhstan Libraries, in the twenty-first century translation of library collections in digital format means that Kazakhstan libraries take care of the cultural heritage of the country, providing its funds, the collection is not only the user, for example, Astana or Almaty, but also for users who are on distance. Everyone who has access to the Internet has access to the funds of the country's libraries. She thinks that we are an example for Moldova, and they have plan to sign an agreement on cooperation between Kazakstan-Moldova libraries. 

The Congress program covered a wide range of topics and issues in almost all areas of library activity. At the Congress of sites exchanged views on topical and professional issues, such as the development of innovative technologies, the development of digital libraries and their interactions, the consolidation of cultures with a view to mutual enrichment of peoples, spirituality and values in the modern world, the state and current trends of bibliography, modern approaches for effective library management, preservation and restoration of manuscripts and rare books, children's reading development, the publication of children's literature, and others. Within the Congress framework between the National Academic Library of the Republic of Kazakhstan and the National Library the Commonwealth of Independant States countries and Georgia was signed memorandum of cooperation. September 16 at 17.00 hours at the National Academic Library of RK held the Congress Closing: summing up the work, the adoption of recommendations, presentation of certificates.The International Congress of librarians is of great importance in strengthening the cultural, scientific and educational ties between libraries, as well as an important step in professional development.

The moderators of the meeting were the director of the National Academic Library of RK Umithan Munalbaeva, General Director of the Library of the Academy of Eurasia Galina Raikova and Russian director Alexander Visly of the National Library. Within the framework of the general meeting also opened the avenue of the National Academic Library. Guests of the Congress planted 25 young trees. The number 25 is chosen not by chance - it is a unique gift for the 25th anniversary Returning Independence of our country. During the meeting, the director of the National Academic Library of RK Umithan Munalbaeva noted the importance of the International Congress of Librarians and Library Assembly of Eurasia. Raikova thinks that International cooperation of libraries increases efficiency, promotes the formation of a new professional community of librarians from different countries, strengthens their influence on improving the socio-cultural and intellectual potential of society. Speaking about the CIS library community, every meeting - a contribution to the common fund to strengthen the atmosphere of mutual understanding to maintain a professional and friendly human contact. LAE, which next year celebrates 25 years, was not organized at the direction of the top political and economic elites, and thanks to the mutual desire of the national libraries of the CIS countries to unite. Its main goal today is the formation of a single information-library and cultural space and its joint projects are useful not only to the professional community, but also the demand by users on the space community concluded General Director of the Library Assembly of Eurasia Galina Raykova. Also the Congress took place and closing in the National Academic Library: summed up the results of work, the recommendations were adopted and signed a Memorandum of Cooperation.
IMG_7088.JPGA few wors about Libraries in Kazakhstan. In the 25 years of Returning Independence of the Republic of Kazakstan has made great strides in economic, political, social, recognized by the international community. Important sociocultural-significant objects in the state system are libraries that become active agents of industrial-innovative development of the country and contribute to the formation of a society consisting of informed citizens who are actively involved in all spheres of public life. Today, in the Ministry of Culture and Sports of the Republic of Kazakhstan consists of 4122 the library.  Perspective direction of development is the creation of libraries of Kazakhstan National Electronic Library (KazNEB, www.kazneb.kz), its own digital resources, databases and electronic collections. The significance of digital libraries for the information society is so great that the problem of their creation rises to the level of state policy. President of our country Nursultan Nazarbayev one of the important tasks set radical extension Fund of Kazakhstan National Electronic Library (KazNEB). 

"In fact, it is the electronic brain of the nation. Therefore, all the books issued under the program of socially important publications should be included in KazNEB ", - said the Head of State our Elbasy Nursultan Abishevich Nazarbaev.

 Content of KazNEB collection is versatile and makes more than 29 thousand electronic digital contents. In its basis - books published under the state program "Cultural Heritage", rare books devoted to the history and culture of Kazakhstan, modern scientific works, as well as a large volume of documents on the history, culture and literature of Kazakhstan. Annual visit to the portal, more than 120 000 users from 130 countries such as Russia, China, USA, Turkey, Argentina, France, Chile, United Kingdom, etc. In order to provide the printed cultural heritage of Kazakhstan for users around the world, the National Academic Library of the Republic of Kazakhstan and the National Library of Kazakhstan take part in international projects electronic library "Golden Collection of Eurasia" and "World Digital Library". The National library of the RK, being one of the oldest libraries in the country, to create an electronic manuscripts and rare books fund in full-text format, which is based on a rich collection of Kazakh, Eastern, Old Slavonic, Korean books, manuscripts, newspapers, magazines and others. The regional library also solve the problem preservation of cultural heritage through the creation of digital collections. Thus, the Karaganda Regional Universal Scientific Library (OUNB) named after Gogol created an electronic library "Saryarka", Pavlodar OUNB named after S. Toraigyrov - electronic library "Irtysh Pavlodar», the East Kazakhstan Regional Librarynamed after Alexander Pushkin - electronic library "Bіzdіn Abai".       

IMG_7073.JPGIt is pleasant to note that the poster presentation "Readers leaders of the East Kazakhstan Regional Librarynamed after Pushkin "this year at World Library and Information Congress: 82nd IFLA Conference was recognized as the best. Congress held 14-19 August 2016 in Columbus (Ohio, USA). In total there were presented 205 poster presentations from libraries around the world, including the 2 - from CIS countries: Kazakhstan and Russia. Poster presentation tells about the project "Rural Library online centers", which started in 2012 with the technical support of the UN Development Programme. The project, in partnership with local authorities opened 32 rural-line center, already in 2016 their number increased to 45. They teach villagers basic computer and Internet literacy, familiar with the e-government portal and help to get public services online, use Skype for online consultations named after Alexander Pushkin Library lawyers, business consultants, communication, etc. As part of the project, together with regional and district departments of enterprise development seminars on business planning, advice for existing and aspiring entrepreneurs. Confirming the importance of the project in 2016 the Resolution of the Akim of East Kazakhstan region D.K.Ahmetova about connecting to the Internet all rural libraries of the region. As a social institution, Kazakhstan, the library is a powerful tool to promote government programs in the community. Under the state program "Electronic government" in the libraries open public access points, designed to enhance the reception of services to assist in the interaction of citizens and the Government. Contributing to the development of libraries of Kazakhstan as the basic structure for the development of the Information Society, this year the Ministry of Culture and Sports of the Republic of Kazakhstan established the Art Council for librarianship. The important role of libraries as modern cultural clusters, providing a convenient format access the population of Kazakhstan to the accumulated social knowledge is underlined in the long-term vision of the Cultural Policy of the Republic of Kazakhstan in 2014. IMG_7059.JPG

During the years of Returning Independence in Astana built the National Academic Library of the Republic of Kazakhstan,  the Library of the  First President of the Republic of Kazakhstan - Leader of the Nation, in Shymkent built a new Otyrar  library, into the new building moved Kyzylorda Regional Universal Scientific Library named after AbdildaTazhibaev, Atyrau OUNB named after G.Slanov and a number of other regional libraries .   

In preparation for the International specialized exhibition "Astana EXPO - 2017", today, NAB RK is working on the creation of the Centre of rare books and manuscripts of the object as a cultural cluster "Astana" in the framework of implementation of the Concept of Cultural Policy of the Republic of Kazakhstan.

Mastering new technologies, automating library processes, Kazakhstan libraries in their work pay great attention to the preservation and promotion of cultural heritage of the Kazakh people and other peoples of the world through the implementation of innovative projects. For example, in the National Academic Library of RK Hall opened "a hidden treasure", a museum books, designed to acquaint readers with books in history and literature of Kazakhstan, as well as to preserve for our descendants rare books, manuscripts, memoirs. With new rooms "Book memorial collection of academician Myrzatai Zholdasbekov", "Zhazushy", "Galym", which posted a collection of books from the personal libraries of academician Myrzatai Zholdasbekov, State Prize winner, writer Akim Tarazi purpose of the spiritual riches of Kazakhstan propaganda through the individual work, winner of the State Prize writer Dukenbay Doszhan, a prominent scientist Tursynbek Kakishev. One of the new projects is the "library tourism", the main purpose of which librarians visiting the regions of Kazakhstan and foreign countries to share experiences, training, promotion of poets and writers of Kazakhstan, visiting historical sites, tourist attractions, picturesque corners.
