Turar Rysqulov (1894 or 1896-1938) Born in Vostochno-Talghar volost, Vernyi uezd, Semirech’e oblast. Shilmambet clan, Dulat tribe, Senior Zhuz. Moved to Merke, Aulie-Ata uezd, Syr-Dar’ya oblast when he was a child. Studied at the Tashkent Pedagogical Institute. Arrested during the revolt of 1916. After the February Revolution founded the “Revolutionary Union of the Kazakh and Kyrgyz Youth” in Merke. Joined the Bolsheviks in September 1917. Chairman of the Central Executive Committee of the Turkestan Republic in 1920. Advocated unity of Turkic peoples. Eminent politician.
